KASESE – Local government leaders in Kasese Municipality are facing renewed calls to prioritize human rights protection by ensuring efficient and equitable service delivery.
The call was made by the Bishop Emeritus of the South Rwenzori Diocese, Rt. Rev. Jackson Nzerebende, during an induction workshop focused on human rights awareness for municipal councilors. Addressing the attendees, Bishop Nzerebende emphasized that the failure to deliver essential services to rightful beneficiaries constitutes a form of human rights violation that leaders must actively work to eliminate.
He further urged the councilors to maintain thorough records of their activities, stressing that transparency and proper documentation are vital for holding leaders accountable to their constituents.
The workshop, which aimed to equip councilors with the knowledge necessary to champion human rights within their jurisdiction, also featured calls for peace and unity. Sheikh Swale Musenene, speaking on behalf of the Inter-Religious Council of Uganda, highlighted the urgent need for both leaders and the public to become ambassadors for peace. He noted that the current global climate of war and conflict has a direct and detrimental impact on the daily lives of ordinary citizens, making the preservation of peace a civic duty.
Mr. Samson Okurutu Emasiti, representing the Governance and Accountability Inter-District Network, conducted the induction sessions. He underscored that such training is paramount for councilors to remain aligned with their core mission and vision while navigating their administrative responsibilities. He argued that a deep understanding of human rights principles is essential for effective governance.
Hon. Okasha Swaibu Musenene, Chairperson of the Human Rights Committee for Kasese municipality, echoed these sentiments, underscoring the significance of the councilors’ roles. He encouraged the leaders to become active advocates for human rights within their respective communities, serving as a bridge between the government and the people to ensure that rights are respected and upheld at the grassroots level.
